Introduction to the Alliance

In order to implement the guiding principles of Chinese President Xi Jinping’s important speech on establishing the BRICS Partnership on New Industrial Revolution (PartNIR) and a BRICS PartNIR innovation base in Xiamen to promote practical industrial cooperation among BRICS and BRICS Plus countries, China’s Ministry of Industry and Information Technology, Ministry of Science and Technology, Ministry of Foreign Affairs, and the People’s Government of Fujian Province jointly issued the Plan for the Construction of BRICS Partnership on New Industrial Revolution Innovation Center in July 2021, which specified that an Industrial Innovation Alliance of BRICS Partnership on New Industrial Revolution Innovation Center would be established.

The Alliance was officially established on September 6, 2022 in Xiamen, Fujian Province. It is a national, comprehensive, service-oriented, and non-profit cooperation organization initiated and established by companies, universities, research institutes, financial institutions and industry associations of BRICS and BRICS Plus countries in accordance with the principles of equality and voluntariness. It operates under the guidance of the BRICS PartNIR Innovation Center council.

Alliance Organization

The Alliance consists of a Congress, a Council, a Secretariat and other bodies.

Vision and Purpose

Focusing on high-quality service for the construction of the BRICS PartNIR Innovation Center and following the BRICS spirit of openness, inclusiveness, and win-win cooperation, the Alliance is dedicated to pooling resources from embassies and consulates of the BRICS and BRICS Plus countries, trailblazing enterprises, industry associations, financial institutions, scientific research institutes, and overseas Chinese communities to build itself into a cross-industry and cross-discipline non-governmental organization specializing in the integration of production, academia, research, and application. Its aim is to advance practical industrial cooperation among the BRICS and BRICS Plus countries through policy exchange, standard research, talent development, technology transfer, project collaboration, platform building, and financial services, so as to promote the implementation of the Global Development Initiative and common development of BRICS and BRICS Plus countries.

Core Missions

Our main tasks are to implement the consensus outcomes of the BRICS Leaders’ Meeting and promote cooperation in industrial innovation, digital and green transformation, inclusive investment and other areas, with cooperation in policy coordination, talent development, and project docking playing the lead role.
